The literature base is expanding rapidly with more academic journals and more and larger academic conferences/seminars. In short, we have publications overload where work is often accessed according to journal ranking, keywords or search engines.

Citations are just one way by which the ‘quality’ of research is judged. Getting cited is becoming more haphazard while the citations rankings are becoming more important.
