Responses to Covid-19 - The lens from strategists

Events surrounding the recent coronavirus (COVID-19) pandemic have been characterised as unprecedented given the novelty of the virus, its sources and impact.
Consequently, this has led to various tactical and less strategic responses by government and businesses. These responses have been different than to previous epidemics in 1919, 1957, 1968, and 2009. In addition, there has been much debate about the timing of responses by governments and businesses, including questioning whether they have the resources in place to execute such strategic moves.
All of these developments provide an interesting backdrop for discussing what the onset of a novel occurrence such as the COVID-19 pandemic – on the back of other ‘unprecedented’ events as Brexit, the credit crunch, and 9/11 – means for strategy as a discipline. Does it mean that rational planning approaches to strategy are not being executed well enough? Or does it call for a wholly new way to do strategy? Also, what does this mean for the social practice of strategy? And how does the availability and processing of data influence the responses?
